This project involved identifying current capabilities of PC2 and PC3 laboratories in New Zealand, and reviewing New Zealand's needs in relation to high containment facilities.

We reviewed New Zealand's current strengths and weaknesses and provided options for meeting future needs, taking into account the following:

• opportunities for international cooperation
• timeliness and accuracy of analysis
• logistical issues
• cost/benefit analysis
• how to grow current capabilities to meet future needs
